Giving the fact that game is made with Lua it is higly unlikely since Lua is not very mod friendly the good example of similar side scroller indie game aslo made with Lua is Aquaria (with very few mods was ever made), so unless authors invest significantly into making level and character editors, the game will probably have no mod support beyong changing copuple of variables that is already been done. It is quite a pity as the game could benifit significantly from user made content. It is also not qute clear how user made content will be incorporated into the game giving the fact that there is many random events and balance issues. i.e. you made a new nice level with good backstory interesting characters a lot of loot e.t.c. how this level will affect the game in whole? Maybe there is too much loot and clearing this particular level will allow happy ending for the whole team. Or maybe there is too much enemies and although the level by itself offer fun challenge in stealth and shooting normally players will not try it since there is too hight chance of loosing the character in no save game campagn. What if it is cheal level? Or what if it is instadeath level? Where you spawn surrunded by the dozen of hostiles with no chance to run.
All of this still can be resolved one way or another with the good level editor for instance you can't select what loot you will have in this particular container but rather the game will decide by inself giving the numer of hostile enemies and variables in the level. Same with the NPC characters you just choose spawn location, faction (civilian, military, scavenger e.t.c.) and attidue (hostile, neutral, trader) of the NPC and then game will populate the level with NPC and loot according to different variables. Still even if you have good level editor that will try to balance out the user made maps, if you allow the user made content into the game without premoderation you will get a lot of dull, silly and unfinished maps. So yes this is possible but it will probably require the same amount of work or even more than making the game itself and probably will not boost the sales more than now. it is easier for the devs to simpy make the TWOM 2 with new content and get more profit from it.
