Defending from civilians - a murder?

Why defending from civilians when they attack and shoot at my scavenger w/o any provocations is considered "murder of defenseless victim"?
Also defending from thugs is called "blood on hand".
Besides after you kill the owners of the site (thugs, civilians etc) the game doesn't consider gathering the stuff as "stealing" but nevertheless the "stealing hand" icon remains.

1. "Murdering an innocent victim"
Where I defend myself from the ppl in the 2 houses location. The ppl are in the 1st house and they shoot on sight at everyone who tries to get to the second house. If I defend myself it is considered "Murdering an innocent victim" at the end (and my ppl become sad too).
2. The thugs which overcome the old family living with their son in a house. If I defend from the thugs it is considered as "a blood on hand" at the end.
The "murderer" was Roman, but the other ppl also became "sad"
